in areas of man-made landfill that are still a feature of the bay area today, but it can occur in any high moisture content soil. These areas are typically immature in geological terms, along riverbanks and lakes and beaches - exactly the type of real estate that's favored for high value properties and that tend to be high population zones.
Indeed, most of today's bay area population either lives or works in buildings built on soil likely to "liquify" in an earthquake.
