When it was 2nd and 1 with 2 mins left Dan Lanning deliberately took an offside. They tried to draw a false start but clearly they deliberately took the offside because at 2nd and 1 there was an extremely high chance of UCLA getting the first down and burning more clock than Oregon had timeouts or leaving them with almost no time. The coaching staff should have seen that and declined the penalty.
