I think there were only JV games for "league" games. The league my HS was in (Citrus Belt League) consisted of schools that were fairly closely located. Both games were held at the same location...so the home team for the varsity game was also the home team for the JV game.
Generally, Thursday practice was a light walkthrough for the varsity players (the starters and some of the two deep). Some of the second string and everybody else made up the JV squad. The varsity players would stick around and watch the JV game to support their teammates.
And yes, separate cheerleading squads for JV and Varsity.
