right there you've halved the number of teams in the mix.
Now play round robin in the top tier and determine a champion.
Then collect all the champions and the runners up (the other team in the conference championship game) and send them to a playoff that collects all conference champions and their runners up.
Take this as the starting point then start tweaking the groupings and numbers until you hit your optimal point.
Also, bring back the Pac! I have no love for playing the Nebraskas and Indianas and Penn States. Give me friggin Cal and Standford, UA and ASU, and all that merry bunch any day.
