One huge reason is offensive line.
Most high draft picks come from a school with a massive talent advantage on the offensive line (and also receivers), and then they go to a team with an awful offensive line and will never have the same advantages, even if the offensive line improves.
I knew with 99% certainty that both Richardson and Levis would be busts- they couldn't complete passes in behind SEC offensive lines, there was no way they'd do so in the NFL without that same advantage.
Also, offenses in college are frequently simplified and succeed more by talent than scheme, especially when defense are so much better, both in terms of disguising/ changing coverages and blitz packages.
