It comes off as cheap to any good coach who has options. They will run for the hills. Honestly, I think their agents would laugh. "You mean my client, who can command $7-8 million a year elsewhere, in a cheaper place to live, only gets half that from you if his QB1 breaks his leg?"
Identify a coveted guy and pay him. Or, if you want to go cheap, just go cheap. Tony White, Tommy Rees, Skipper, Jerry N. Lots of guys who will take the job on just about any terms. Doubt it will save any money long-term, though.
In any event, there's not much point in debating this because it's not going to happen. There's a reason it's not the way it's currently done.
