There is a saying "you get what you incentivize".
It seems to me that if you incentivize wins with more money (instead of a buy-out that might incentivize a bit of laziness) that is the strategy going forward.
One might speculate that Skipper (and Jerry and DC) are busting their butts for that big contract and that is incentivizing the turn-around.
