Foster himself compared the QBs and made it very clear that he thought that Nico was a far better option than Aguilar. Moreover, these things are hardly mutually exclusive. Tennessee can both be a better overall team and have gotten the better QB in the trade. Regardless, Foster's focus on upgrading his recently upgraded QB room when the OL and DL are what they are speaks volumes
