Often, a death spiral results in...death. At a minimum, I could see Ucla becoming irrelevant in the future of big-time CFB. Like Army, Navy and the Ivy League schools are now. Like Stanford is on the verge of becoming.
If things continue on this downward trajectory--and I for one can't foresee a world where Ucla 1) hires an excellent HC, 2) allows him to hire a great staff, 3) raises a competitive amount of NIL year after year, 4) rallies Angelenos to come out 50k+ strong game after game, and 5) recruits, develops and retains NFL-caliber players on both sides of the ball--I can see Ucla being relegated to some sub-elite tier of the CFB world. Which would be akin to a kind of football death.
