I don't think you know how averages work.
On average, scouts will tell you that CA, especially LA recruits, are considered soft nationally.
Listen to pros talk on FB/BB podcasts. That's the reputation of LA players.
We can list exceptions like K. Leonard, B. Davis, or Jrue in BB or Ronnie Lott, Tony Gonzalez, or John Elway, but that isn't the reputation.
