An average speed of 21.1 mph would convert to 10.60 for 100 meters. But that had to be his peak speed. In the video he took about 7.8 seconds to cover the 75 yards and that's with a running start. That's nowhere near 10.60 for 100 meter speed.

You can’t project sprint times based on peak miles per hour. However, the faster your max speed (mph), the faster your sub-max speeds. Starting at velocity zero will also cost the sprinter roughly one second. In order to run fast times, one must maintain a high speed for the entire race, over 23 mph to run around 10.60.
