You have no idea what Chip's philosophy was or is. You have no idea how he "wielded" control.
Your post is a hallucination. You are seeing things that never existed or happened. Unicorn thinking.
From the outside looking in and from what Chip actually said a guess about how he might've operated is he vetted kids thoroughly before offering because it wasn't fair to the kid or to Ucla to offer recruits who couldn't get in or weren't likely to handle "books and ball", in that order. This is what he actually said and it aligns with what he actually did.
