You're seeing what's called "word thinking", the compiling of words into grammatically correct sentences that have no meaning. That statement means absolutely nothing. Gibberish.
Chip missed on guys because he didn't have money to offer. If Foster has more or less money, he'll do relatively better or worse than Chip did.
Also, the article ignores the portal which has quickly gained more importance than all this hype around HS players, who now mostly serve programs as JV players.
