The Ncaa is anti-player which puts it on the wrong side of history. It will recede from CFB gradually, then suddenly. This is the gradually part.
This action looks like meddling. The Ncaa seeks to hold onto their power in an industry that was once organized by their executive fiat (Donnie Edwards was suspended 4 games for receiving a bag of groceries on his doorstep at a time when the Ncaa restricted athlete meal plan benefits) to one that is now organized by market prices, ie, NIL payouts to talent.
