With good players I think he would succeed.
But unfortunately he has neglected recruiting since the day he got here. He's also thumbed his nose at donors, refused to be a salesman for the program, or create the least bit of excitement, even before NIL was an issue. Now, no one is coming to save him with NIL money, because he hasn't done the things he needed to do to get NIL donations (all of the above). In fact, I think people are now withholding NIL specifically because they don't want to help him. That's why Chip is done at UCLA.
What Chip should do is take an NFL OC job, rebuild his reputation, and then try to emerge as a head coach again in a situation where someone else does the work for him to get the players he needs. At UCLA, he's done.
