It's the html code for
Ć (lowercase ć) a letter used in several Slavic languages, including Polish, Serbo-Croatian (Bosnian, Croatian, and Serbian), and Sorbian.
Special characters will not show up in subject headings here, just the body of the post. For example, you can't put an emoji in the heading and if you try, just the code comes up. Other forums allow this, but this one uses ancient coding.
