1) Athletes are declared employees of the university and there is a collective bargaining agreement.

2) Congress passes a law excempting college sports from anti-trust laws.
I am totally in favor of young people being able to profit from their skills in a free market, but no sports league can live with unrestricted free agency and no salary cap.
However, college sports are different in one key way. Professional leagues are financed totally by profits from operations, inclduing media deals.
A big portion of college sports financing comes from booster donations, and that is a pretty arbitrary number. One big donor can make outsize donations.
