In fact, this is THE defining characteristic.
When Mark Jackson got into the paint, he would jump off of both feet or just his front foot and loft a knuckleball towards the hoop.
The complete lack of spin on the ball made it appear to float.
Hence, "the floater"
The wrist is immobile on the floater. The wrist doesn't snap forward.
On the runner, the wrist snaps forward, just like in a regular jump shot.
