figure out, the "cap" is determined only by how much money one can raise. If there are any rules about amounts I'm not aware of them. It's conceivable that one ultra wealthy individual can buy any college into national significance by simply giving a huge amount of cash to the college of their choice in the amount of more money than anyone else has. That's really not a cap.
