The 1-and-done rule (i.e. requiring players to go to college for at least one season) was instituted for the 2006 draft class. Players who had legitimate pro potential out of HS went into the draft directly, so the concept of a 1-and-done was much less common, excepting players who had substantial production as freshmen and showed the athletic profile to succeed in the NBA but still chose to go to school (an unusual combo).
