Teams can have personnel to scout, evaluate, and keep in contact with recruits.
There is the cost of offical visits. "Within these official rules, each school will have a slightly different way in which they conduct visits. Some schools will be able to finance your whole trip, paying for transportation, meals, lodging and tickets to a home game. But this is the maximum of what colleges can provide for their recruits."
I don't know if schools are allowed to send a private plane for an official visit. I believe some coaches travel private when out recruiting.
There is the cost of coaches traveling to see potential recruits. This can be at sanctioned events as well as traveling to see kids at their high school.
