NOT "because their record of success in signing these guys is not good" but rather because this is recruiting. No, Chip Kelly didn't do it in FB and his was a record of lack of success, at least in landing outstanding players.
It's simply part of the process.
Pretty sure they have a list of players and player attributes they want to sift through in the portal Part of that process is you need to reach out, indicate your interest so the player and his advisors are aware and can consider you and see if there's any interest in your school on the parts of the player and his advisors. It's simply step one in a process and all the prominent programs go through it - not based on any success or lack of success in past years with the portal but just because it's step one in the process.
Of some interest is the players they are checking on (1) and then the ones they get into further talks with (2). Interesting how many guards so far.
