IIRC, at the time that Stern blocked the CP3 trade, the NBA had purchased the New Orleans franchise (until it could be sold again), so Stern was acting as the "owner" with his veto of the trade, or so he claimed.
The anomaly is that as "owner" of the team, Stern was employed by all the other owners, who lobbied against the deal.
The deal which ended up being done with the Clippers wasn't that great a deal.
